Installer Managed To Take The Nut Off The Seat Bolt
And Just Slip The Flange On The Bolt And Screw The Nut Back On !
That's Why The 3 Holes On The Flange Look Empty, They Are !!

You Could Always Use a Drill To Zip Screws In The Remaining 3 Holes
